King Von, a famous rap artist, single-handedly popularized the use of the term “63rd.” In his songs, he described the 63rd as an unpleasant, nasty, and crooked place since it was his rival block back in Chicago. Nowadays, when you use the term, you would often use it to describe a bad or stupid place or use it to humiliate a person by saying that they belong to that place. You can use it like:

“You better stop mixing with the fellows from the 63rd. They are bad news.”

Due to King Von’s popularity and his death back in 2020, the term has seen some resurgence, especially amongst his fans.
